Mayoral Election on 31st

Residents of Hiroshima City will go to the polls on Sunday to elect the next Mayor. Mr Takashi Hiraoka, who is stepping down after his second term, will have completed eight years in office.

There are five candidates for the post. The youngest is Mr Hisashi Nagira, aged 49, who is manager of a company making bedding equipment, He is a graduate of Keio University. He is followed in age by Mr Shin Ota, 52, Like Mr Nagira, Mr Ota is a native of Hiroshima. He graduated from Tokyo University's prestigious Faculty of Law. Mr Masanori Kobayashi, 54, is also a native of Hiroshima. He went to school in Osaka. Mr Tadatoshi Akiba, 56, a native of Tokyo, adds a distinctly international flavour to the group, since he graduated from Massachusetts Institute of Technology (M.I.T.) and was a professor at Tufts University in the U.S.A. Mr Akiba resigned from the Japanese House of Representatives, in order to run for mayor. Finally, Mr Hiromu Nakamoto, 67, who hails from Hiroshima, served for 32 years as Speaker of Hiroshima City's Assembly and was also closely involved with the preparation of the Asian Games in 1994.

Mr Hiraoka succeeded in holding the 1994 Asian Games and has given a strong international prominence to Hiroshima's aspirations for a world free of nuclear weapons. However, the city is struggling to cope with the severe economic downturn and it would appear that this mayoral election, the 14th since the end of World War II, will be severely contested.

Airport Access Woes

Since the opening of the new Hiroshima Airport in Hongo-cho, access on public transport has been afforded either by limousine bus via the Sanyo Expressway or by train via the Sanyo Line to JR Shiraichi station and by bus from there. Generally, few problems have arisen since the airport's opening, but the facilities were severely tested on January 13, when a major accident closed the Sanyo Expressway for several hours.

Early in the morning, a large articulated truck crashed and burst into flames near the Okuya service area. The motorway was closed in both directions and even after the motorway was opened again, traffic was jammed solid for several kilometres. The first few limousine buses leaving from Hiroshima bus centre travelled via Route 2 and were delayed by traffic, but those departing from Hiroshima station were cancelled and passengers directed to the JR Sanyo Line. As a result, several planes bound for Tokyo and Sapporo were also delayed and left without their full complement of booked passengers.

「31日の市長選」

　（今度の）日曜日、広島市民は次の市長を選出するために投票所へ向かう。平岡敬氏は、二期八年間の任期を終える。

　次の市長のポストをめぐり、五人の立候補者がいる。最も若いのは49歳の柳楽寿氏で、寝具会社の社長。彼は慶応大学を卒業している。次に若いのが52歳の大田晋氏で、柳楽氏と同様広島出身であるが、有名な東京大学の法学部を卒業している。54歳の小林正典氏は、同じく広島出身だが、大阪の大学へ行った。56歳になる秋葉忠利氏は、東京の出身だが、この候補者達のなかでも特に国際的な趣がある。というのも、彼はアメリカのマサチューセッツ工科大学（M.I.T）を卒業した後、アメリカのタフツ大学で准教授をしていた。秋葉氏はこの選挙に出馬するため、衆院議員をやめている。最後は、67歳になる広島出身の中本弘氏である。彼は32年間広島市議会議長を勤め、1994年のアジア大会の準備にも深く携わった。

　平岡氏は1994年のアジア大会開催を成功させ、「世界核廃絶」という広島の願いを世界中に強く示した。しかし、市は厳しい経済状況をうまく打破しようともがいており、これが市長選挙に影響を与えている。戦後14回目を迎える市長選挙は激しい戦いとなりそうだ。

「空港へのアクセスの苦悩」

　本郷町に新空港がオープンして以来、公共の交通手段としては、山陽道を通るリムジンバスか、ＪＲ山陽本線で白市駅まで行き、そこからバスを利用することができた。空港のオープン以来、いくつかの問題点が指摘されていたのは周知の事実だが、1月13日、大きな事故で山陽自動車道が通行不可能になった時、（空港へのアクセス）機能が、厳しくテストされることになった。

　その日の早朝、奧屋サービスエリア付近で大型トレーラーが衝突事故を起こし、炎上した。道路は上り下り共に通行止めとなり、解除された後も数キロメートルにわたり渋滞し、車の流れは止まった。広島バスセンターを出発したリムジンバス数便は、国道２号線を迂回したが遅れ、広島駅出発のバスはキャンセルとなり、乗客はＪＲ山陽本線に向かった。結果、東京と札幌往きの数便が遅れ、また予約していた乗客を搭乗させることができずに離陸した。
