Rains Return with a Vengeance

The rain front returned to Hiroshima with a vengeance on Tuesday, June 29, and drenched the entire Chugoku region. The rain left a trail of havoc in its wake as it passed over the region on its way eastwards. The ground, already loosened by previous rain, gave way and numerous landslides washed away houses, cars and people. As of Saturday, 3 July, the total number of people known to have died in the rainstorms reached 30 in the Chugoku region, with 27 of these deaths occurring in Hiroshima Prefecture.

Most of the damage in Hiroshima City occurred in Saeki-ku and Asakita-ku, but there was also heavy damage in Kure, where 138 mm. of rain fell in just two hours, between 3 and 5 o' clock on Tuesday afternoon. Various other parts of Hiroshima Prefecture received truly huge amounts of rain, with 199 mm. falling in Oasa-cho. However, although this figure was exceeded in some parts of Yamaguchi Prefecture, over 23 locations in Hiroshima Prefecture received over 100 mm. in a very short time. Figures for the cumulative rainfall in the prefecture are also very large, with over 300 mm. recorded in many locations.

Of course, the rain played havoc with transportation networks. JR West Japan gave up running trains altogether on the Sanyo, Geibi and Kure Lines when the rain was very heavy and there were delays on the Sanyo Shinkansen. Long queues formed at the Hiroshima Centre during the evening rush hour, as commuters waited for nonexistent buses to get them home.

ID Cards for Beer?

An alcohol retailer in Saeki-ku, Hiroshima, has put a very high-tech beer machine in front of his shop. The machine at the Sakamoto liquor store requires the insertion of a driver's licence before it can be used. A card reader scans the birth date given on the licence and rejects any date below the age of 20, the legal age for buying alcoholic drinks in Japan. The new venture tries to strike a balance between preventing minors from buying such drinks and doing away with the machines altogether, which would be economically inviable. For those who do not have driving licences, the shop is studying the possibility of its own ID card.

No Idling with Fans

The Geiyo Bus Company, which runs highway bus services between Hiroshima and Takehara / Mihara, has put 600 fans (uchiwa) in the seat back pockets of the buses. The company participates in the Idling Stop campaign to reduce CO2, and the fans are intended to keep passengers cool until the air conditioning takes effect.

「激しい雨の訪れ」

　６月２９日の火曜日、梅雨前線が激しさを伴って広島に再来し、中国地方全土を水浸しにした。その大雨は、中国地方を東の方に進みながら、災害の跡を残していった。それまでの雨によって地面はすでに緩んでいたが、今回はついに崩れ、多くの地滑りが家屋や車や人を流し去った。７月３日の土曜日現在、暴雨で亡くなったとされる人は、中国地方で計３０人に達した。そのうち２７人が広島県内で亡くなっている。

　広島市のほとんどの被害は、佐伯区と安佐北区で起きたものであったが、呉でも被害は相当のものであった。呉では、１３８ミリもの雨が、火曜日の午後３時から５時のほんの２時間の間に降ったのだ。広島県の他の地域でも、実に多くの雨が降り、大朝町の降水量は１９９ミリに達した。この降水量の数字に関しては、山口県内のある地域のほうが、より大きい値を示しているものの、広島県では２３カ所以上の場所で、非常に短期間のうちに１００ミリ以上の降水量があった。広島県では累積の降水量も多く、たくさんの場所で３００ミリ以上を記録している。

　この大雨により、交通網が多大な損害を被ったことはいうまでもない。ＪＲ西日本は、雨が非常に強くなり、山陽新幹線が遅れだすと、山陽線・芸備線・呉線の運転も全面中止にした。広島バスセンターでは、夕方のラッシュアワー時に、長い列が出来ていた。その間、通勤者は家に帰ろうと、運行されないバスを待ち続けていたのだ。

「身分証明書でビール購入？」

　広島市佐伯区のあるアルコール小売業者は、店の前に超ハイテクのビール販売機を置いている。その坂本酒店のビール販売機を使用するためには、運転免許証を挿入しないといけない。カードリーダーが免許証の生年月日を読みとり、日本で法律上アルコールが買える年齢の２０歳以下であれば、受けつけない。この新しい試みは、自動販売機の全面廃止（これは経済的に不可能であろう）を行わずに、未成年者によるアルコール飲料の購入を防止しようとするものである。運転免許証を持っていない人のために、お店のほうは当店専用の身分証明書を使えないかどうかを考慮中である。

「うちわでアイドリング防止」

　芸陽バスは、広島と竹原、広島と三原間に高速バスを走らせているが、この度、バスの後部座席のポケットに６００個のうちわをおいた。このバス会社は、二酸化炭素削減のため、アイドリングストップ・キャンペーンに参加している。うちわは、クーラーが効くまでの間、乗客を涼しくさせておくためのものである。
