A ceremony was held on July 21 to celebrate the removal of the Monument to Korean A-Bomb Victims to a location within the Peace Memorial Park. For the past 29 years the monument has stood in Sakai-machi 1-chome, adjacent to the Honkawa Bridge. The location was directly opposite the Peace Park, but, of course, separated by the Honkawa river. The reason usually given was that there was not room in the park for any more monuments. However, allegations of racial discrimination rose in volume and last year the city government decided to move the monument into the park. The ceremony to mark the completion of the move, carried out in time for the Peace Ceremony on August 6, was attended by various interested parties, including the Mayor of Hiroshima, Mr. Tadatoshi Akiba. The names of 2,527 Korean A-bomb victims are deposited inside the monument.
On July 22 the Hiroshima Weather Centre announced that the rainy season had ended. The announcement was probably greeted with some scepticism, for it ended a week of unusually heavy rain, which continued intermittently for several days after July 22. The rainy season began on June 3 and this year the accumulated rainfall was very heavy. The City of Kure received the largest amount: 604 millimetres, 180 more than usual, and Hiroshima 499 mm.
The rainy season also claimed several victims, as a result of landslides and flash floods which occurred on June 29. Thirty-six people were reported dead or missing.
JR West Japan has been conducting urgent investigations into the state of the many shinkansen tunnels in its operating area and announced some mid- term results on July 19. The investigations came in the wake of an incident in Fukuoka, when a large piece of concrete fell on to the roof of an express train as it passed at speed through the tunnel.
The investigation centred on the so-called 'cold joints', places where the concrete had been incorrectly mixed together during the construction of the tunnel. The places were investigated visually and by tapping the concrete surface with hammers and analysing the resulting sound. Tunnels in the Hiroshima operating area were found to have 1,792 'cold joints', by far the largest number, but only 13% of these failed the 'hammer' test. In contrast, the tunnels in the Kobe operating area had only 44 'cold joints', but 23 of these (52%) gave out unusual sounds when struck with hammers.

「慰霊碑の移設」
７月21日、韓国人原爆犠牲者慰霊碑の平和記念公園内への移設完工式があった。これまで29年間、慰霊碑は本川橋のたもとの堺町１丁目に建っていた。平和記念公園の真向かいだが、もちろん本川によって隔てられていた。今までその理由として、公園内には記念碑を増やす余地はない、ということが常に言われてきた。しかし、それに対して「民族差別ではないか」という声が上がり、昨年、市は慰霊碑を公園内に移すことを決めた。移設完了式は８月６日の「平和記念式典」に間に合い、秋葉忠利市長をはじめ、様々な関係者が参加した。慰霊碑には２５２７人の韓国人原爆犠牲者の名簿が納められている。
「梅雨が明ける」
７月２２日、広島地方気象台は梅雨明け宣言をした。宣言に対して、疑いの念を抱いた人もいるだろう。というのも、宣言が行なわれた２２日までは、例年にない大雨が降り続き、２２日以降も数日間は断続的に雨が降り続けたからだ。梅雨は６月３日に始まり、今年の総雨量は極めて多かった。呉市は県内で最も多く、平年より１８０ミリ多い６０４ミリ、広島市では４９９ミリだった。
梅雨は、６月２９日に起こった地滑りと鉄砲水により何人かの犠牲者を出した。３６人が死亡や行方不明と報じられている。
「異常音？」
ＪＲ西日本は、新幹線が走る多くのトンネルの状態を、緊急に検査しており、７月１９日にはその中間報告を発表した。この検査は、福岡県で大きなコンクリートの塊が、トンネルを高速で通過中の新幹線上に落下する事故を受けてのものだ。
検査は、トンネル工事中にコンクリートが不適切に接合された「コールドジョイント」と呼ばれる部分を中心に行なわれた。その場所を実際に見て表面をハンマーでたたき、異常音がしないか検査した。広島支社管内では最多の１７９２カ所のコールドジョイントが見つかっている。しかし、ハンマー検査で異常ありと出たのはそのわずか１３％だった。それとは対照的に、神戸支社管内のトンネルには４４カ所しかコールドジョイントがみられなかったが、その５２％にのぼる２３カ所がハンマー検査で異常音を発した。
