Red Faces On JR

The Sanyo Shinkansen has not been having a good press lately. Coming hot on the heels of the chaos caused by a power failure between Hiroshima and Fukuoka in the wake of Typhoon 18, the discovery of huge blocks of concrete in Kitakyushu tunnel threw train services into more chaosﾑand the customers were not very happy about it.

The concrete, five large chunks weighing 226 kg, were found at about 4. 10 am on October 9, during a routine safety inspection before the day’s services were due to begin. Only 10 minutes after allowing normal services to begin on the unaffected parts of the route, JR West Japan decided to carry out safety checks on the whole system and suspended all services between Hakata and Shin-Osaka. Trains began running again between Hiroshima and Shin-Osaka at 9 am, but the service between Hiroshima and Hakata did not resume till 4 pm. Over 120 journeys were cancelled and around 62,000 passengers were inconvenienced as a result.

The concrete was part of an overhang, projecting from the wall at a point some 3.8 metres from the ground, where the curved tunnel ceiling meets the tunnel wall. The fallen section was 4.6 km from the Kokura end of the tunnel. Such projections are to be found in 10 tunnels west of Hiroshima.

The latest accident, coming so soon after the June accident in Fukuoka tunnel, when a large piece of concrete fell on to a Kodama express travelling at 200 kph, raised public concern about safety and made the assurances given by JR in August, that the system was completely safe, seem rather hollow. October 9 was the start of a 3-day holiday and huge crowds of passengers, many bewildered and angry, waited in the station concourse and on the platforms. JR West Japan provided 19 extra trains on the Sanyo main line and these were jammed with passengers.

The Transport Ministry instructed JR and all private railway companies throughout Japan to carry out urgent safety checks in tunnels and report the results by the end of October.

Building New Bridges

The 11th Zenkoku Syogai Gakushu Festival (Manabipia Hiroshima ’99), took place at six different locations in Hiroshima Prefecture. Manabipia is made up from manabi (learning) and utopia and the theme of the event was ‘building new bridges for creating new knowledge’. The event lasted for five days from October 7 and some 559 local groups and 1,000,000 people participated in over 350 different events. The main venue was the Prefectural Sports Centre in Naka-ku, but events were also held in Kure, Fukuyama, Shobara and Higashi-Hiroshima cities.

「ＪＲの危機」

　最近、山陽新幹線はいい報道がされていない。台風18号の後に広島―福岡間の停電による混乱に続いて、北九州のトンネルで大きなコンクリートの塊が発見され、列車の運行サービスはますます混乱した。―利用客はこれに満足していない。

　コンクリートは大きな五つの塊で二百二十六kgあり、十月九日の午前四時十分ごろ、運行開始前に毎日おこなう安全点検中に見つかった。被害の影響を受けていないルートでは、通常の運行開始時刻の十分後に、JR西日本がトンネル全体の安全検査を実行。博多―新大阪間の全運行を一時停止した。列車は、午前九時には広島―新大阪間で運行を再開したが、広島―博多間は、午後四時まで運行は復旧しなかった。百二十を越える列車が運休し、約六万二千人の乗客に迷惑がかかった。

　コンクリートは地面から約三・八メートルの高さにある壁の突起部分で、湾曲したトンネルの天井と壁との継ぎ目にあった。コンクリートが落ちた個所は、小倉側の出入り口から四・六km離れた地点にあった。このような突起部分は、広島以西の十本のトンネル内にある。

　今回の事故は、福岡県のトンネル内での六月の事故（大きいコンクリートの塊が、時速二百kphの新幹線「こだま」上に落下）の直後 だったこともあり、一般市民の安全への懸念が高まった。そして、トンネルはもう安全とJRが八月に行った保証も実質のないものになっている。十月九日は三連休の初日で、多数の乗客が途方にくれ、怒りをあらわし、駅のコンコースとプラットフォームで待つ羽目になった。JR西日本が山陽本線で走らせた十九本の臨時列車は乗客でぎゅうぎゅう詰めになった。

　運輸省は、JRと全国の私営の全鉄道会社にトンネルの安全検査を緊急に行い、十月末までにその結果を報告するように指示した。

「新たな橋の建設」

第十一回全国生涯学習フェスティバル（まなびピア広島’９９）は広島県の六つの会場で行われた。まなびピアは、まなび（学習）とユートピアから成っていて、イベントのテーマは「まなびが創る新たなかけ橋」。イベントは十月七日から五日間続き、地元の約五百五十九団体、百万人が三百五十にわたるイベントに参加した。メーン会場は中区の県立総合体育館だが、イベントは呉、福山、庄原、東広島市においても行われた。
