ATMs Stop on February 29

The year 2000 is a very special year in many ways, but one of the most unusual features of the year is that it is a very rare kind of leap year. A leap year occurs every four even-numbered years when an extra day is added at the end of February, but at the end of a century or millennium the year has to be divisible by 400. Thus the last special leap year was in 1600 and the next one will not occur until 2400.

Because the year 2000 is a very rare leap year, there were fears that the ‘Y2K’ problem would arise on 29 February and these fears turned out to be justified in some cases. Around 1,200 automated teller machines (ATMs) at post offices around the country stopped working and problems also arose with the computers used at the weather centre, but a spokesman said that this had no effect on the weather forecasts.

Play Station Mania

Sony Computer Entertainment released Play Station 2 on March 4. Play Station 2 is the latest version of a multi-function computer game and is clearly very desirable. A large number of hopeful purchasers began to line up outside their favourite stores well before they were due to open, i.e., the night before. In Hiroshima City, by 9 pm on March 3 about 100 prospective purchasers had lined up outside the local branch of the Sofmap Gigastore and the manager said that it was the first time that so many people had arrived the day before to buy a computer game.

Transport: 1: Hearing Views

Hiroshima City has decided to conduct a survey among the residents of Minami-Kanon concerning the use of jet aircraft at Hiroshima-nishi Airport. The residents in question live in the immediate vicinity of Minami-Kanon elementary school. Questionnaires will be collected around March 20 and the results announced by the end of the month.

Transport: 2: Cutting Corners

Hiroshima Dentetsu has stated that it plans to reinstate a short length of track at Tokaichi-machi, in order to allow tramcars to operate directly between JR Yokogawa Station and the centre of the city. The company plans to do this next month, in conjunction with improvements also planned to the station forecourt and to the Tokaichi-machi junction. The construction ministry and the city plan to widen Route 54 and install a left-turn filter lane at the junction. After the change, Hiroden plans to run tramcars between Yokogawa and Ujina. At Yokogawa Station, the tramcar tracks will be moved closer to the station concourse, with clear benefits for traffic circulation.

　2000年は、あらゆる面で非常に特別な年であるが、最も珍しい特色の1つは、2000年が極めてまれな種類の、うるう年であるということだ。うるう年は4年ごとに起こり、2月末には１日が余分に追加される。しかし、世紀末や千年紀の終わりには、うるう年は400で割り切れなくてはならない。したがって、今回のように特別なうるう年が最後に来たのは1600年で、次は2400年ということになる。

　2000年は大変まれなうるう年であるという理由から、2月29日にY2K問題が起こるのではという周囲の不安があったが、これが的中するケースもみられた。全国にある約1,200の郵便局の現金自動預払機が作動せず、また気象庁のコンピュータにも問題が生じた。しかし当局は、天気予報には影響はないと話していた。

プレイステーション狂

　ソニー・コンピュータエンタテイメントが3月4日、プレイステーション2を発売した。プレイステーション２は、多機能コンピューターゲーム機の最新版。非常に魅力があることは確かだ。何とかゲームを手に入れようとする多くの人が、ひいきの店の外で、開店するよりかなり前の、1日前から店の外に並び始めた。広島市では、3月3日の午後9時までには、ソフマップギガストア広島店の外で約100人の客が列を作った。同店長は、こんなに多くの客が１日前から、コンピューターゲーム機を買いに来るなんて、今までになかったと話していた。

交通1：住民への意向聴取

　広島市は、南観音の居住者を対象に、広島西飛行場の小型ジェット機使用に関するアンケートをすることを決めた。同地区の居住者は、南観音小学校の近隣に住んでいる。アンケートは3月20日に回収する予定で、3月末に結果が公表される。

交通2：近道

　広島電鉄は、路面電車でJR横川駅と市内中心部を直結出来るように、十日市町の線路を改修することを表明した。横川駅前広場と十日市町の交差点の改良に加え、広電はこの計画を翌月から実施する予定。建設省と市は国道54号線の幅を広げ、左折レーンを交差点に敷設する。広電は改修後、横川と宇品の間に路面電車を走らせる運びとなる。JR横川駅では、路面電車の車線を、駅前広場のより近くに移設する予定。これにより交通の便がよくなることは確かだ。
