Voters’ Verdict

Elections for the Lower House were held on June 25 and the voters appear to prefer the status quo, but with less confidence than before. The ruling coalition was returned to power, but by a lower margin and the so-called unaligned voters appeared to prefer the opposition parties.

In the Chugoku region, there was a dynastic succession in Shimane No. 2 District, as the seat of the late Mr Noboru Takeshita was won by Wataru Takeshita, his younger brother.

Mr Takeshita died in a Tokyo hospital on June 19 at the age of 76. As well as being the politically astute leader of a very powerful faction, Mr Takeshita was famous for his Furusato Sosei scheme, intended to breathe new life into local communities. Under the scheme \100 million was given to each city, town and village in Japan. Mr Takeshita announced his retirement from politics on May. Despite some criticism of local political dynasties, Mr Wataru Takeshita was elected by a very comfortable margin and pledged to continue the policies of his older brother.

In Hiroshima, the LDP won many of the seats,but its dominance was not complete. In Hiroshima No. 3 District, for example, Mr Yoshitake Masuhara, an independent candidate, displaced the previous LDP incumbent.

Save the Kabe Line!

JR West Japan is planning to close the Kabe Line between Sandankyo and Kabe, but many people want to keep the line open. A meeting was held recently in Hiroshima of a group of local labour unions. The gathering was called the Minna de Nokoso―Minna no Kabe Sen Daishukai and comprised some 460 union members and local people. It was stated that a petition signed by 26,000 people in support of keeping the line open, had been presented to the Hiroshima Branch of JR West Japan. Calls were made at the meeting for the line to be kept open and for more convenient train schedules.

No Idle Economies

The prefectural bus association announced the results of Ecodoraibu- undo: the measures taken by local bus companies designed to combat global warming and help the environment. Drivers of the association have been instructed to stop running the engines of their vehicles during prolonged periods when they are not moving. The measures have certainly borne fruit in the form of a saving on fuel. Since April last year, association members have saved 8000 drums (1,635,000 litres) of diesel fuel in a year. If stacked on top of each other, the 8000 drums would reach to the top of Mount Fuji and back again.

「有権者の判断」

　衆院選は６月２５日、実施された。有権者は現状維持を選択したが、与党への信頼度は以前よりも低下した。連立政権はわずかの差で政権を維持することができたが、無党派の有権者の多くは、野党に投票したようだ。

　中国地方では、島根２区で議席が世襲された。故竹下登氏の議席を、竹下亘氏が引き継いで当選したのである。

　竹下氏は６月１９日に東京の病院で死去した。７６歳だった。竹下氏は強力な派閥を率いた、抜け目ないリーダーであるばかりか、地方に新しい息吹きを吹き込んだ「ふるさと創生事業」に取り組んだことでも知られる。「ふるさと創生事業」では、日本の各市町村には一億円ずつが配分されたのである。竹下氏は５月、政界からの引退を表明していた。世襲政治だと批判も受けたが、亘氏は大差で当選し、兄である登氏の政策を継承すると誓った。

　広島県では、自由民主党が多くの議席を獲得した。しかし、議席の独占はできなかった。広島３区では、無所属の増原義剛氏が自民党現職を破った。

「可部線を残そう！」

　ＪＲ西日本は可部線の三段峡―可部間を廃止しようとしているが、多くの人は可部線の存続を望んでいる。地方の労組でつくるグループの集会がこのたび、開かれた。集会の名称は、「みんなで残そう！みんなの可部線大集会」で、約４６０人の労組メンバーと沿線住民が集まった。可部線を残そうと２万６千人の署名が、ＪＲ西日本広島支社に提出されたことが報告された。可部線を残し、より便利な列車ダイヤにするよう呼び掛けられた。

「アイドリング・ゼロで節約効果」

　県バス協会は「エコ・ドライブ運動」の成果をまとめた。この取り組みは、地元のバス会社が地球温暖化に対応し、環境を守るために実施した。

　バス協会の運転手は、交通渋滞や信号待ちのためバスが停止している時に、バスのエンジンを止めるように指示されている。

　この取り組みは燃料の節約という形で、確実に実を結んでいる。協会メンバーは昨年の４月から、１年で軽油８０００本（１６３万５千リットル）を節約した。８０００本のドラム缶を積み上げれば、富士山の２倍の高さになる。
